Waiting 15 minutes after ventilation is started gives enough time for the Halon and any byproducts to dilute, and for oxygen levels to rebound to a breathable range so entry can be conducted with monitoring confirming safety. Re-entering immediately could expose you to still-harmful concentrations, while waiting longer than necessary delays operations, and there is no scenario where you must never re-enter when proper ventilation and air monitoring show it’s safe.
